At first glance, I thought this was Franklin Gothic Book, but the "1" isn't right, for example.

Call me crazy, but could it be the venerable Standard, now sold under the name "Basic Commercial"?
(I thought of this because the numbers are basically indistinguishable from Helvetica. But that's not the Helvetica R.)
Basic Commercial's "7" doesn't match.
the digits could be set in a different font, in fact they look to me like Helvetica Condensed Light
the rest of text looks close to Formula TS-Regular + a bit of compression
This combination of /C/G/E/R/S/ seems to be really rare and unique...
I don't think the letters are Formula TS since the "K" looks different.
