I really adore this one. I love the twist on the O but I can't seem to identify it. Help?

This looks like Fedra Sans Light with a custom-made ‘OE’ ligature.

I thought ligatures came with the Fonts? Like some just had special ligatures? It does look like that but how does one do custom ligatures?

Πnormally appears as a digraph; this ligature (tying together) was probably custom-done by someone who is fairly proficient at drawing Bevier curves.
