That's what I thought, but it doesn't seem quite right. The 'k' and 'r' for example, are different.
You're right. Most probably, they mixed Citadel's caps with a different script for the lower case. Similar to Commercial Script: http://new.myfonts.com/fonts/agfa/commercial-script/
I think Zither Script matches this. It shows up in the Solotype Catalog and was digitized by Dan Solo in one of the collections of fonts sold by Dover books. This sample is from my Script Font ID Guide.
