I’m almost sure it’s a custom job, not a font.

Agreed; unless they are modified versions of something, perhaps Modern Housemovements.
How old is it? Who uses it? Maybe ask them?
Here's a comparison I threw together for you to show how it could have come to be. (Not accurate by any means) - they made the strokes a bunch thicker, or started with a similar typeface and modified it in the same ways I just did.

My bet is on custom as well, though another similar font is Orbit from Village.

These are the closest "C's I've seen in comparison. Thanks I can take it from here with a little tweaking.
