Weird. I had a strong sense of deja vu when I saw this, and now I know why...a few years ago, Brian Kent at Aenigma released Galapogos BRK (http://www.cheapprofonts.com/Galapogos_BRK_Pro), which is this, only chunkier (and with a different "1", but that could have been customised. But he didn't release any other weights. Whether this means he adapted an existing font, I don't know, because I can't find anything else that comes close enough.
