I don’t think it’s Palatino. Poor Richard is close, but I can’t tell for sure since your picture is a bit blurry.

There’s also Benjamin (very similar to Poor Richard)

Looks close to Goudy oldstyle, or maybe even a traditional Garamond (like Adobe Garamond, not the ITC version(s))... but the high center of the M is throwing me.
