Look closely, the shading gives this the illusion of a serif font, but I don't think it is.
This poster would have been drawn by hand, including the lettering. Imagine how much of a hassle it would have been to put perspective like this on a font before computers compared with drawing five letters by hand.
See this thread for some suggestions of big fonts with small serifs.
Also, "EL" is similar to Serpentine.

Nick Shinn's Beaufort is the face you want when tiny sharp serifs are required. The Heavy weight would be good in this instance:
