Stencil font combined with fraktur

I have trouble finding the name of the typefaces in the picture attatched.
Picture is taken from a Dutch newspaper (Bruges).

The stencil is called 'Stencil Std' available from Adobe and possibly other foundries

The Fraktur nameplate looks like custom lettering based on William H. Bradley's dramatic redesign of blackletter in the 1890s and digitized as Bradley Pro by Ralph M. Unger

Of course somebody could have produced this as a font, but I have not seen it.
