NY State Education Department signage

Curious as to the faces used on these signs seen throughout the state of New York. The large one is particularly quirky – see the 'D' and the 'O' in 'Hudson'. News Gothic Bold is an ok match for the smaller face, but not perfect. Any ideas?

It's similar—but not identical—to the lettering used on U.S. highway signs from the 1930s to the 1950s...
