Parisian Ornamental is match.
Quoting description text on MyFonts:

Beautiful, richly ornamented shadowed letters in the Empire fashion, similar to the fonts of the Parisian type founder J. Gille', cut around 1810.

Released in 2010 by Celebrity Fontz Jose Jimenez, I really doubt this could be the only digital version ever done.

EDIT: 2 minutes later. Lettres Ombrées Ornées by Dieter Steffmann, his digitization originally designed by Foundry J. Gillé, 1820.
