I'm pretty convinced this is set using the latin counterpart of some font for foreign languages (may be chinese?). Oriya MN or Myanmar MN latin part have such design.

Looks to me like it's Times New Roman with the serifs lopped off, and a few other modifications.

Agree with you Mark, especially for lowercases. May be they've started from Times New Roman to create this latin counterpart... Here's what I've managed to get using Oriya MN, definitely matching to me.
